The Costas Group currently hold task orders and options which will run through 2020 for the Office of the Under Secretary of Defense (Intelligence) (OUSD(I)) and other Department of Defense Agencies. These contracts were awarded and being completed under a 5-year Blanket Purchase Agreement (BPA) awarded by Washington Headquarters Services (WHS) (HQ0034-14-A-0008) to the Costas Group as prime.
Examples of the task orders under this BPA include:
- For OUSD(I), The Costas Group provides specialized technical, operational, program and performance, administrative, and management expertise involving current and
future DDI(I&S) Human Intelligence (HUMINT) & Sensitive Activities (H&SA), Counterintelligence (CI) and Security Directorate, and Defense Analysis &Partner Engagement
(DA&PE), as well as in-depth understanding of associated DoD, Director of National Intelligence (DNI), Joint and Service specific activities and operations.
For DDI(I&S) we assist to fulfill its core functions of developing policy in these areas, conducting outreach to appropriate DoD and Intelligence Community (IC) elements,
and overseeing HUMINT & Sensitive Activities, Counterintelligence & Security, and Defense Analysis programs. We provide direct support in the areas of DoD intelligence
and intelligence related activities, sensitive operations, cover, security, sensitive support activities, and administrative support. Our staff provides expertise in security,
analysis, requirements, formulating strategies, strategic planning and concept development, program analysis and evaluation, policy, and operations instructions, development
of solutions that assist with decision-making process, and other areas related to the mission of the OUSD(I).
- For the Pentagon Force Protection Agency, (PFPA), we provide staff that prepares and edits plans, standard operating procedures, training documents and other written
products required by the agency.
- The Costas Group, Inc. provides assistance to the Office of the Under Secretary of Defense Utility Privatization Program. This task order requires us to provide policy,
procedure, and analytical support for approximately 1500 utility privatization actions, comprising of billions of dollars in Plant Replacement Value (PRV), across DoD.
Our staff facilitates Integrated Project Teams (IPTs) on a monthly basis and helps guide broader program improvement efforts as well as the collection and analysis of data
from the Service Departments to determine the effectiveness of the Program against performance metrics in the areas of cost, schedule and compliance. We interfaces with
Air Force, Army, Navy and DESC contracting officers and lawyers to solve complex acquisition policy issues such as FAR 31 CAS compliance, Davis Bacon Act requirements/applicability,
fixed price redetermination mechanisms, and a host of other issues. Additionally, we have conducted price analysis post-mortems of various transactions to address the fidelity
of the acquisition process. We conduct ad hoc reviews and lesson-learned analyses of post privatization actions to ascertain how effective policy/training recommendations
are being implemented at the field level. Our findings have successfully been used to address issues raised by GAO and other oversight agencies.
